This shift reshapes priorities around ideology and domestic political alignment, rather than evidence-based need or global equity, sidelining\u00a0routine\u00a0and essential services in favor of narrowly defined outbreak preparedness. It also advances a model that \u201caffirms national ownership only rhetorically,\u201d while dictating how Global South countries should design their health strategies, set priorities, and implement programs, including through bilateral Memorandums\u00a0of Understanding that place the United States \u201cin the driver\u2019s seat\u201d of national health agendas.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span>\r\n\r\n<span data-contrast=\"auto\">The AFGHS also advances a fundamental realignment away from a rights-based agenda and toward a commercial one, positioning global health\u00a0assistance\u00a0as a vehicle to expand markets for American technologies. It frames Africa as \u201ca continent of strategic importance to U.S. national interests,\u201d citing \u201ckey minerals and rare earth elements\u201d tied to military and commercial applications, and it shows how health\u00a0assistance\u00a0can become leverage in negotiations.
