L'amendement Helms est en vigueur depuis 1973, interdit tout financement de l'aide am\u00e9ricaine \u00e0 l'\u00e9tranger pour les soins li\u00e9s \u00e0 l'avortement en tant que m\u00e9thode de planification familiale, sauf en cas de viol, d'inceste ou de mise en danger de la vie d'autrui.
