With sexual and reproductive health, rights and justice (SRHRJ) under threat both in the LAC region and globally, this meeting posed an important opportunity for the feminist movement and allied governments to advocate for SRHRJ\u2019s continued relevance and importance, by reaffirming the Montevideo Consensus, one of the most progressive regional inter-governmental documents adopted by 32 LAC governments in 2013.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<b><span data-contrast=\"auto\">The Global Context<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">This year marks the 30<\/span><span data-contrast=\"auto\">th<\/span><span data-contrast=\"auto\"> anniversary of the International Conference on Population and Development (ICPD) and next year commemorates the 30<\/span><span data-contrast=\"auto\">th<\/span><span data-contrast=\"auto\"> anniversary of the Beijing Conference on Gender Equality, yet the Sustainable Development Goals (SDGs) on health and gender equality are far off track. The world is, therefore, at a pivotal moment to continue advancing on both agendas. This is even more crucial when considering the potential political shift in the upcoming United States elections, which are likely to have an immediate impact on the LAC region, where the US remains an active political player.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<b><span data-contrast=\"auto\">The Regional Context<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">The LAC region presents an interesting political landscape, whereby a string of election wins over the past few years have seen countries shift to progressive government leadership, such as Chile, Brazil, Colombia and Guatemala, yet where others are now led by ultra-conservative governments, such as in Argentina and El Salvador, the latter of which continues to possess one of the most regressive policies governing the bodies of women and gender-diverse individuals; a total abortion ban.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">As in El Salvador, SRHRJ is at the forefront of conservative governments\u2019 agendas in the region, with Milei of Argentina removing the Women\u2019s Ministry in the first months of his Presidency, and Lula da Silva\u2019s government unable to prevent the conservative-led Congress\u2019 push to criminalize late-stage abortions in Brazil.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">Yet the backlash on SRHRJ is not only seen at the national level. Conservative governments in LAC increasingly utilize regional and global decision-making spaces to advance their regressive agendas. The most recent example was seen at the Organization of American States\u2019 (OAS) General Assembly in Asunci\u00f3n, Paraguay in June. Known as a complicated space, influenced by well-funded religious and conservative groups, the most recent Assembly saw ample participation from Paraguay and Argentina pushing against SRHRJ and broader Human Rights. The election of conservative judges to the Interamerican Court of Justice at the Assembly was another troubling outcome that poses concern for future cases brought in front of the court, particularly those related to SRHRJ.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<b><span data-contrast=\"auto\">The Montevideo Consensus and the LAC Region\u2019s Leadership on SRHRJ<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">In a region plagued by inequality and shifting political dynamics, the Montevideo Consensus stands as a beacon of hope. It dedicates an entire chapter to sexual and reproductive health services, another one to gender equality, to indigenous communities, to afro-descendants, to young people, adolescents and children, as well as to migrant populations. It was a landmark agreement and continues to be one of the most progressive intergovernmental documents globally.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">Since the Consensus\u2019 passing more than 10 years ago, the LAC region has taken a leadership role in international multilateral spaces, positioning the SRHRJ agenda from the Global South. The region has championed and backed comprehensive sexuality education (CSE) in these decision-making spaces, and the green wave movement, which has spilled over borders and across oceans, has seen the decriminalization of abortion in various countries of the region, most recently Colombia, Argentina and many States of Mexico.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">The region\u2019s leadership, however, goes beyond the championing of this agenda in multilateral spaces. Being situated in the Global South, with first-hand experience of harmful macroeconomic dynamics such as debt, austerity measures, sanctions and illicit financial flows, the region is able to demonstrate the intersections of SRHRJ and these global dynamics. In this way, it acts as a bridge-builder to other Global South regions, subjected to similar policies that harm countries\u2019 economies, and directly affect the SRHRJ of women, girls and gender-diverse individuals. Imposed austerity measures, for example, affect public spending on health and social services, including SRH services.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<b><span data-contrast=\"auto\">The Fifth RCPD<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">Since the adoption of the Montevideo Consensus, the LAC region meets every two years to take stock and review the implementation of the Consensus. Last year, at a meeting of the governing body of this regional conference, the need to strengthen language related to systematically excluded communities was a topic of discussion, with some governments and other stakeholders highlighting the need for language that prioritizes the rights of individuals with disabilities and indigenous populations. Members of these communities have highlighted the unequal access to SRH services across the region. <\/span><a href=\"https:\/\/fosfeminista.orgmedia\/insights-from-the-global-south\/\"><span data-contrast=\"none\">Regional reports<\/span><\/a><span data-contrast=\"auto\"> produced by the Fos Feminista Alliance, with data collected by more than 20 organizations and networks, show that territorial inequalities affect access for rural \u2013 mostly indigenous \u2013 communities and ableist policies limit accessibility for individuals with disabilities.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">Within this backdrop, the Fifth RCPD, hosted by Colombia, was different than previous ones, as women with disabilities from across the region raised their voices to demand inclusion and accountability, and for their SRHR to be respected. They spoke out to demand visibility and recognition, not only for being women, but for being women with disabilities, for being afro-descendant and indigenous women with disabilities and for their diverse sexual identities and orientation. The Economic Commission of Latin America and the Caribbean (ECLAC), the agency responsible for organizing this meeting, in collaboration with the United Nations Population Fund (UNFPA)\u2019s regional office and governments, provided interpretation to sign language and a disability-dedicated panel in the main agenda. Additionally, the <\/span><a href=\"https:\/\/crpd.cepal.org\/5\/sites\/crpd5\/files\/presentations\/political_statment_social_forum_v_rcpd_signed.pdf\"><span data-contrast=\"none\">Civil Society Declaration<\/span><\/a><span data-contrast=\"auto\"> was read by a woman leading a disability rights organization in Argentina, marking an important milestone in the inclusion of the voices of this community.<\/span>\n\n<img class=\"alignnone size-medium wp-image-13126\" src=\"https:\/\/fosfeminista.org\/wp-content\/uploads\/2024\/08\/Foto-2-blog-post-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/>\n\n<span data-contrast=\"auto\">This increased recognition would not have been possible without the arduous work of organizations and collectives led by women with disabilities, with the support of allies from the wider feminist movement, who continue to work at the community, national and regional level to advance SRHRJ through service delivery, education, political advocacy and intensified collaboration.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<b><span data-contrast=\"auto\">The Resolution<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">In addition to the efforts made to include the voices of women with disabilities in the convening, the <\/span><a href=\"https:\/\/crpd.cepal.org\/5\/sites\/crpd5\/files\/2400826e_crpd.5-resolution_adopted.pdf\"><span data-contrast=\"none\">Resolution,<\/span><\/a><span data-contrast=\"auto\"> a political outcome document passed unanimously after heated negotiations between governments, and active advocacy from the feminist movement marks four important political wins illustrating the impact of this collaborative work.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">Firstly, it establishes the so-called Cartagena Group, an intergovernmental group working on the rights of individuals with disabilities. This group aims \u201cto examine possible strategies to advance the inclusion of persons with disabilities\u201d, illustrating the prioritization of this systematically excluded community in the region, the result of the community\u2019s vociferous demands for greater visibility and participation.<\/span>\n\n<img class=\"alignnone size-medium wp-image-13127\" src=\"https:\/\/fosfeminista.org\/wp-content\/uploads\/2024\/08\/foto-3-blog-post-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/>\n\n<span data-contrast=\"auto\">Secondly, the Resolution reaffirms the Consensus and all elements within it, citing it as a \u201croadmap for the implementation of the 2030 agenda\u201d. Thirdly, it calls to \u201cstrengthen synergies and expand cooperation\u201d of diverse regional bodies with the \u201c<\/span><b><span data-contrast=\"auto\">participation of civil society<\/span><\/b><span data-contrast=\"auto\"> [...] <\/span><span data-contrast=\"auto\">relating to the themes of the Montevideo Consensus.\u201d In a global context of closing civic space, this is an important political win.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">Finally, a specific mention to \u201cprotect the sexual and reproductive <\/span><b><span data-contrast=\"auto\">rights<\/span><\/b><span data-contrast=\"auto\">\u201d of women, adolescents, young people, girls and boys, was included for the first time in 11 years, since the Consensus was adopted. This not only illustrates States\u2019 continued prioritization of the agenda, but it also acts as a reminder of the Program of Action of the ICPD, in its 30<\/span><span data-contrast=\"auto\">th<\/span><span data-contrast=\"auto\"> year of existence. The inclusion of \u201crights\u201d rather than health or services, marks a precedent in placing the discussion within the broader human rights context.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}\">\u00a0<\/span>\n\n<span data-contrast=\"auto\">While we celebrate these four wins, we note that key issues of concern arose during negotiations. The continued rejection by some States of diverse gender identities was a hotly debated issue. This weakened language in the Resolution related to disaggregated data collection. Disaggregated data by various identities, including gender identity, was initially suggested by some States, but later dropped due to the pushback. Final language \"urges governments of the region <\/span><b><span data-contrast=\"auto\">who voluntarily decide to do so<\/span><\/b><span data-contrast=\"auto\"> to continue to strengthen their systems [...] to generate and transparently disseminate [...] data, disaggregated by gender identity [...]\u201d. This does not come as a surprise, as even in the Consensus, the rights and needs of transgender and gender-diverse individuals is not sufficiently included. As we enter the second semester of the year where almost half of the world\u2019s population has gone and will go to the polls to elect their leaders, and where heads of State are set to meet at the Summit of the Future in September, SRHRJ will continue to be an agenda of concern. For this reason, we look to LAC governments to champion SRHRJ in global multilateral spaces as a strong Global South voice.<\/span>\n\n<hr \/>\n\n<em>SPANISH<\/em>\n\n<span data-contrast=\"none\">A principios de este mes, los gobiernos de la mayor\u00eda de los Estados de Am\u00e9rica Latina y el Caribe (ALC) se reunieron en Cartagena de Indias, Colombia, para participar en la V Reuni\u00f3n de la Conferencia Regional sobre Poblaci\u00f3n y Desarrollo (RCPD). Los gobiernos conservadores de ALC utilizan cada vez m\u00e1s las instancias regionales y globales de toma de decisi\u00f3n para avanzar en sus agendas regresivas. El ejemplo m\u00e1s reciente se registr\u00f3 en la reciente Asamblea General de la Organizaci\u00f3n de Estados Americanos (OEA) en Asunci\u00f3n, Paraguay, el pasado junio. Com\u00fanmente conocido como un espacio de alta complejidad pol\u00edtica, e influenciado por grupos religiosos y conservadores bien financiados, la Asamblea cont\u00f3 con una amplia participaci\u00f3n de representantes de Paraguay y Argentina, cuyos diplom\u00e1ticos cuestionaron puntos de la agenda relacionada a la SDSRJ y los Derechos Humanos en general. Otro resultado preocupante fue la elecci\u00f3n de jueces conservadores para la Corte Interamericana de Justicia durante esta sesi\u00f3n de la Asamblea. Este Consenso dedica un cap\u00edtulo entero a los servicios de salud sexual y reproductiva, otro a la igualdad de g\u00e9nero, a las comunidades ind\u00edgenas, a los afrodescendientes, a los j\u00f3venes, adolescentes, ni\u00f1as y ni\u00f1os, as\u00ed como a las poblaciones migrantes. A modo de ejemplo, la regi\u00f3n ha defendido y respaldado la educaci\u00f3n integral en sexualidad (EIS) en diversos espacios de toma de decisi\u00f3n. Adem\u00e1s, el movimiento de la ola verde, nacido en Argentina, se ha extendido m\u00e1s all\u00e1 de las fronteras y oc\u00e9anos y ha logrado la despenalizaci\u00f3n del aborto en varios pa\u00edses de la regi\u00f3n, m\u00e1s recientemente en Colombia, Argentina y muchos Estados de M\u00e9xico.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335557856&quot;:16777215,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:279}\">\u00a0<\/span>\n\n<span data-contrast=\"none\">Adem\u00e1s de ser defensora de esta agenda, la regi\u00f3n juega un rol de intermediario con otras regiones. Al estar situada en el Sur Global, la mayor\u00eda de los pa\u00edses de la regi\u00f3n cuentan con experiencia de primera mano en din\u00e1micas macroecon\u00f3micas da\u00f1inas como lo son la deuda, las medidas de austeridad, las sanciones y los flujos financieros il\u00edcitos. La SDJSR en la regi\u00f3n se ve afectada por estas din\u00e1micas macroecon\u00f3micas. Por ejemplo, las medidas forzadas de austeridad afectan el gasto p\u00fablico en servicios sociales y de salud, incluidos los servicios de salud sexual y reproductiva. El a\u00f1o pasado, en una reuni\u00f3n del \u00f3rgano directivo de la CRPD, algunos gobiernos y otras partes interesadas resaltaron la necesidad de fortalecer el lenguaje relacionado con las comunidades sistem\u00e1ticamente excluidas, tales como las personas con discapacidad y las poblaciones ind\u00edgenas. Miembros de estas comunidades de toda la regi\u00f3n destacan la desigualdad en el acceso a los servicios de salud sexual y reproductiva. Por ejemplo, las desigualdades territoriales afectan el acceso a la salud de las comunidades rurales, siendo en su mayor\u00eda ind\u00edgenas. Adem\u00e1s, las pol\u00edticas capacitistas limitan la accesibilidad para las personas con discapacidad, seg\u00fan los i<\/span><a href=\"https:\/\/fosfeminista.orgmedia\/insights-from-the-global-south\/\"><span data-contrast=\"none\">nformes regionales<\/span><\/a><span data-contrast=\"none\">\u00a0elaborados por la Alianza Fos Feminista, con datos recopilados por m\u00e1s de 20 organizaciones y redes regionales y nacionales.\u00a0\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335557856&quot;:16777215,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:279}\">\u00a0<\/span>\n\n<span data-contrast=\"none\">Bajo este contexto, la Quinta CRPD, llevada a cabo este a\u00f1o y liderada por el gobierno de Colombia, fue diferente a las anteriores. Las mujeres con discapacidad de toda la regi\u00f3n alzaron sus voces para exigir inclusi\u00f3n y una debida rendici\u00f3n de cuentas. Adem\u00e1s, llamaron a que se respetara su SDJSR. Se pronunciaron para exigir visibilidad y reconocimiento, no solo por ser mujeres, sino por ser mujeres con discapacidad, afrodescendientes e ind\u00edgenas con discapacidad y por sus diversas identidades y orientaciones sexuales. La Comisi\u00f3n Econ\u00f3mica para Am\u00e9rica Latina y el Caribe (CEPAL), organismo responsable de organizar esta reuni\u00f3n, en colaboraci\u00f3n con la oficina regional del Fondo de Poblaci\u00f3n de las Naciones Unidas (UNFPA) y los distintos gobiernos, proporcionaron interpretaci\u00f3n en lenguaje de se\u00f1as durante la reuni\u00f3n, y organizaron un panel dedicado a los derechos de las personas con discapacidad durante la agenda principal. En tercer lugar, llama a \u201d\u00a0<\/span><i><span data-contrast=\"none\">fortalecer las sinergias y profundizar los espacios de cooperaci\u00f3n<\/span><\/i><span data-contrast=\"none\">\u201d de diversos organismos regionales con la \u201c<\/span><b><i><span data-contrast=\"none\">participaci\u00f3n de la sociedad civil<\/span><\/i><\/b><i><span data-contrast=\"none\">\u00a0[\u2026] relacionados con los temas del Consenso de Montevideo<\/span><\/i><span data-contrast=\"none\">\u201c. Esto demuestra la continua priorizaci\u00f3n de esta agenda por parte de los Estados, y sirve como recordatorio del Programa de Acci\u00f3n de la CIPD, en su 30\u00ba a\u00f1o de existencia. Algunos Estados siguen rechazando las diversas identidades de g\u00e9nero, debilitando el lenguaje inclusivo en el uso de datos desagregados en la Resoluci\u00f3n. A pesar de que ciertos gobiernos recomendaron incluir un lenguaje inclusivo sobre datos desagregados por identidades diversas incluyendo la de g\u00e9nero, esto no se mantuvo en el texto final. La Resoluci\u00f3n \u201c<\/span><i><span data-contrast=\"none\">insta a los Gobiernos de la regi\u00f3n a\u00a0<\/span><\/i><b><i><span data-contrast=\"none\">que voluntariamente lo decidan\u00a0<\/span><\/i><\/b><i><span data-contrast=\"none\">para seguir fortaleciendo sus sistemas [\u2026] producir y divulgar con transparencia [\u2026] datos, desglosados por identidad de g\u00e9nero [\u2026]<\/span><\/i><span data-contrast=\"none\">\u201c. Esto no sorprende, ya que incluso en el Consenso, los derechos y necesidades de las personas transg\u00e9nero y de g\u00e9nero diverso no est\u00e1n suficientemente incluidos. La SDJSR seguir\u00e1 siendo un tema prioritario en el segundo semestre de este a\u00f1o, en donde casi la mitad de la poblaci\u00f3n mundial ha acudido y acudir\u00e1 a las urnas para elegir a sus l\u00edderes, y donde los jefes de Estado se reunir\u00e1n en la Cumbre del Futuro en septiembre.
